
- In 1987
November 18 A. Aganbegian, the Kremlin counselor stated
on expediency of uniting Mountainous Karabakh with the
Armenian SSR. This statement played a crucial role in
firing national hatred and fomenting the conflict and
in November-December demonstrations calling to annex the
Nagorny-Karabakh Autonomous Region of the Azerbaijan SSR
to the Armenian SSR were held in Yerevan (Armenia). In
December, 1989 the Supreme Council of the Armenian SSR
passed a resolution "on reunification of the Armenian
SSR and NKAO"; thus in violence of all basic norms and
principles of international law, Armenia officially
declared its claim against the territorial integrity of
the neighboring state. On September 2, 1991
Armenians declared the establishment of the
so-called "Nagorno-Karabakh Republic (NKR)" in the
territory of Nagorno Karabakh region of the Republic of
Azerbaijan. The illegal armed groups of about 15.000
people were formed as a "self-defense forces of NKR".
Azerbaijan immediately refused to recognize this
republic and basing on the 68 article of the
Constitution of the Republic of Azerbaijan and the 4th
article of the Constitution Act “On State Independence
of the Republic of Azerbaijan” and the international low
principles on sovereignty and territorial integrity
abolished the NKAO as a national territorial unit of
Azerbaijan Republic. The aim in the abolishment was to
restore Azerbaijan’s sovereign rights in the mountainous
part of Karabakh, disarmament of illegal armed forces,
defense of the rights, freedom and dignity of
Azerbaijani citizens and regulate inter-national
relations.
