Resolution

Since 1993, there have been five United Nations Resolutions calling for the withdrawal of the Armenian occupying forces from Nagorno-Karabakh, none of which have been enforced. Diplomatic efforts continue between Armenia and Azerbaijan via the Minsk Group, which acts under the auspices of the Organisation for Security and Co-operation in Europe. The Group was set up in 1992, chaired by Finland, and was charged with convening a conference in Minsk for conflict resolution talks. Although this conference has not yet taken place, the group continues to mediate between Armenia and Azerbaijan on the conflict, but has so far proven to be ineffective in finding a resolution which is satisfactory to all sides.
